Follow the evidence, including its limits.

Source fields, Grantfall observations and customer delivery are separate layers. One does not prove the next.

An evidence path, not a causal claim about a laboratory or a prediction of a sale.

The source field

NIH defines Project_End as the current end date, including future years for which commitments have been made. A project date is not a laboratory balance sheet. NIH records can be revised and may arrive after an observation cutoff.

The detector interpretation

WATCH and CONFIRMED are legacy detector labels. Neither is an independent confirmation of laboratory distress. A missing matching continuation must be qualified by the actual source coverage, cutoff, matching rule and posting delay.

AVERTED records and later corrections can change an interpretation without erasing the original record or customer exposure. Unknown observation metadata remains unknown.

From publication to delivery

A validated publication has an immutable snapshot identity and exact dataset hash. A digest or webhook can be queued, accepted by a provider, delivered where evidenced, failed, suppressed or quarantined. These are not interchangeable states.

Current coverage and history must be checked in the account. Public records remain public; paid scoped delivery and API convenience do not make the underlying official records exclusive.
